About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting market research for the Next Generation Aerospace Ground Equipment (NGAGE) program, seeking contractors capable of developing and fielding innovative aerospace ground equipment to support aircraft maintenance and operations across fighter, bomber, cargo/airlift, tanker, and unmanned aircraft platforms. The procurement targets contractors with expertise in designing, developing, testing, and integrating hardware and software for ground and aircraft common support equipment, with special emphasis on multi-capable AGE incorporating at least two functional characteristics and digital acquisition practices. Proposals will be evaluated using a Technically Acceptable methodology across three primary factors: Technical Rating, Small Business Participation, and Price Proposal, with offerors required to demonstrate experience in Original Equipment Manufacturer's manufacture and delivery of AGE and delivery of technical data and engineering documentation. Contractors must submit four separate proposal volumes including technical proposals, small business participation plans, and pricing information, with responses to the current market research due by close of business on July 9, 2025. The government plans to hold a virtual Industry Day and may award multiple contracts based on this procurement.

This opportunity does not utilize any set-aside designations and encourages participation from both large and small businesses, including woman-owned, veteran-owned, HUBZone, and 8(a) certified firms. The anticipated procurement structure is a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a two-year base period and four two-year option periods, potentially extending to ten years with a total estimated ceiling of $910 million. Large businesses must meet specific small business subcontracting goals including 30% small business, 5% small disadvantaged business, 3% HUBZone, 5% women-owned small business, and 5% service-disabled veteran-owned small business participation. The contract includes five two-year ordering periods designed for rapid fund execution and modernization efforts rather than long-term sustainment or full production runs. The program features planned on-ramp opportunities every two years to capture emerging market technologies and will utilize fair opportunity procedures for competitive delivery order awards among contract holders.
