About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting market research for the Next Generation Aerospace Ground Equipment (NGAGE) program, seeking contractors capable of developing and fielding innovative aerospace ground equipment to support aircraft maintenance and operations across fighter, bomber, cargo/airlift, tanker, and unmanned aircraft platforms. The program will utilize a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract structure focused on designing, developing, testing, and integrating new hardware and software for ground and aircraft common support equipment, with emphasis on digital engineering, model-based systems engineering, and rapid prototyping capabilities. Contractors must demonstrate experience in either original equipment manufacturer aerospace ground equipment manufacturing and delivery or technical data and engineering documentation delivery, with proposals evaluated using a Technically Acceptable source selection process across three factors: Technical Rating, Small Business Participation, and Price Proposal. Interested parties must complete a detailed Contractor Capability Survey addressing manufacturing capabilities, past experience, quality assurance processes, and compliance with military standards. The response deadline is July 9, 2025, with submissions required via email to the contracting team at Amanda Ragan and Joe Lee.

This opportunity has no set-aside designation and encourages participation from both large and small businesses, with no current incumbents identified in the documentation. The total estimated contract ceiling is $910 million over a maximum 10-year period of performance, structured with a two-year base period and four two-year option periods. The program will include planned on-ramp opportunities every two years to capture the latest market technology, with the government reserving the right to add or remove vendors based on performance and program needs. Large businesses must include Small Business Subcontracting Plans with specific goals including 30% overall small business participation, 5% for small disadvantaged businesses, 3% for HUBZone businesses, and 5% each for women-owned and service-disabled veteran-owned small businesses. The contract explicitly excludes long-term sustainment, full production runs, and support services like Interim Contractor Support or Contractor Logistics Support, instead focusing on rapid modernization and innovation of ground support equipment. Individual delivery orders will be awarded through fair opportunity competition processes, with contractors given opportunities to propose on specific requirements as they arise.
