About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is seeking to procure Optical Encoders for the Weather Surveillance Radar 1988 Doppler (WSR-88D) system through a Multiple Award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The solicitation (1305M225Q0027) requires vendors to provide optical encoders with specific technical specifications, including precise mechanical and electrical requirements. Evaluation criteria will focus on technical approach, schedule, warranty, past performance, and price, with non-price factors being significantly more important. The proposal response deadline is March 18, 2025, at 4:00 PM CDT, and proposals must be submitted via email to designated NOAA contacts. Vendors must deliver two First Article Testing (FAT) units within 26-52 weeks of award, followed by production units depending on their previous approval status.

The contract is an unrestricted solicitation with a small business reserve, covering three one-year ordering periods from July 1, 2025, to June 30, 2028. The shared maximum contract value is $5 million among all awardees, with a minimum order of 2 units per vendor. For the first ordering period, vendors without prior approval must deliver 2 FAT units and 38 production units, while previously approved vendors can quote 40 production units. Deliveries will be made to the Radar Operations Center in Norman, OK for FAT units and the National Logistics Support Center in Grandview, MO for production units. The encoders must meet specific technical requirements, including 14-bit resolution, operation in temperatures from -49 to +50°C, and a minimum bearing life of 1 billion revolutions.
