About this opportunity

The Drug Enforcement Administration (DEA), a civilian agency within the Department of Justice, issued a Special Notice on February 23, 2026, regarding the procurement of New York/EZ Pass/Bridges and Tolls services. The DEA intends to award a firm-fixed price sole source Purchase Order to the City of New York for providing bridge and toll services necessary for daily operations of official government vehicles in New York. This acquisition is being pursued as a non-competitive procurement under FAR 13.501, which permits simplified acquisition procedures for commercial items without promoting full and open competition. The NAICS code for this acquisition is 488490 (Other Support Activities for Road Transportation), and the contract is classified under PSC category V999 (Transportation/Travel/Relocation—Other).

The primary objective of this Special Notice is to solicit capability statements from any source capable of providing New York/EZ Pass/Bridges and Tolls services, with all submissions required by February 27, 2026, at 2:00 p.m. EST and directed to Ms. Angel Barkley at angel.d.barkley@dea.gov. The government emphasizes that this notice is not a request for proposal and that the decision to conduct a competitive procurement remains solely within government discretion. The justification for the sole source approach is based on MTA Bridges and Tolls being the only vendor operating bridges and tolls in the New York area, and the DEA has determined that this procurement provides substantial savings and fair value to the government. The contract period runs from March 1, 2026, through February 28, 2027, and any interested contractor may submit electronic capability statements to be considered for this acquisition.
