About this file
This is a Sole Source Justification document for a simplified acquisition under FAR 13.501 prepared by the Drug Enforcement Administration (DEA) in November 2022. The DEA's New York Division, through the Office of Acquisition and Relocation Management (FA), seeks to acquire bridge and toll services from MTA Bridges and Tolls for daily operations of official government vehicles in the City of New York. The contract covers the period of March 1, 2026 through February 28, 2027, with the estimated total value redacted from the document.
The justification argues that MTA Bridges and Tolls is the sole source provider for this service, as it is the only vendor operating bridges and tolls in the New York area. The DEA based its authority for this non-competitive procurement on 41 U.S.C. 1901 and FAR 13.501(a), which permits simplified acquisition procedures for commercial items exceeding the simplified acquisition threshold without promoting full and open competition. The Contracting Officer determined the anticipated cost provides substantial savings to the government and is fair and reasonable. The agency committed to posting a special notice on SAM to solicit publicly available offers, though no other sources expressed written interest. The document includes certifications from the Requesting Official, Technical Point of Contact, Contract Specialist, and Contracting Officer confirming the justification's accuracy, with legal counsel approval required if the contract value exceeds $750,000.
