About this opportunity
The Air Force Combat Command is issuing a Sources Sought Notice for the construction of a new 120-foot communications tower at Poinsett Range in Wedgefield, South Carolina, designed to replace an existing structure and eliminate coverage dead spots across the 12,500-acre range. The project encompasses tower design and construction, antenna installation, RF cable systems, ice bridge structures, and ground ring systems tied to the shelter, with the contractor responsible for all planning, design, construction, and project management activities. Key objectives include achieving 95% portable in-street and 90% portable in-building communication reliability at VHF frequencies (163.5875 to 173.9500 MHz), utilizing a 120-foot free-standing tower meeting TIA-222g wind load standards with professional engineering certification from a South Carolina-licensed engineer, and completing all work within a 240-calendar-day performance period. The Government will evaluate contractor performance based on compliance with the Statement of Objectives and defined acceptance criteria, with particular emphasis on technical approach, innovation in design and construction solutions, demonstrated capability to perform at the Poinsett Range facility, and quality assurance methodologies. Interested vendors must submit responses by February 20, 2026, at 2:00 PM EST via email, including company information, CAGE code, UEI, applicable NAICS codes, and a capabilities statement describing their ability to fulfill the project requirements.
This opportunity carries no set-aside designation and represents market research to identify qualified sources capable of executing the construction effort. No current contractor or incumbent is identified in the solicitation materials. While a specific award value or budget range is not disclosed in the pre-solicitation notice, the project scope includes deliverables such as MS Project schedules, RF coverage analysis, as-built documentation in PDF and AutoCAD formats, interim and final DD Form 1354 submissions, quality assurance evaluations, and system acceptance testing. The contractor must provide a minimum of one year warranty or the manufacturer's standard warranty (whichever is greater) commencing at final system acceptance and must ensure all grounding systems meet 5-ohm resistance standards with compliance to NFPA 780 lightning protection standards and Motorola R56 communications site standards. All work must adhere to the Design and Construction Standards for Shaw Air Force Base, the A/E/C CAD Standard Release 6.1, applicable National Electrical Code standards, FAA advisory circulars, and all federal, state, and local environmental regulations.
