About this opportunity
The U.S. Geological Survey issued a sole-source notice of intent on August 31, 2026 to award a non-competitive firm fixed-price IDIQ contract to SGS AXYS Analytical Services, Ltd. (Sidney, British Columbia, Canada) for a five-year term (September 10, 2026 through September 9, 2031) to perform laboratory analysis of tissue, water, sediment, and soil samples for PFAS contamination supporting the Eastern Ecological Science Center in Laurel, Maryland. The justification for non-competition rests on SGS AXYS's established PFAS analytical capabilities and methodology compatibility with ongoing USGS research programs; the agency states that use of any other laboratory would risk data inconsistencies and disrupt continuity in analytical methods, quality controls, detection limits, and instrumentation essential for long-term PFAS comparability across multiple USGS studies. Under FAR Subpart 13.5, responsible parties interested in responding may submit a capability statement via email to dayna_parkin@ios.doi.gov by 3:30 PM mountain time on Wednesday, September 2, 2026. The government reserves discretion to compete or proceed with the sole-source award based on responses received. The anticipated award date is September 9, 2026. Vendors must be registered at SAM.gov. NAICS 541380; PSC B599.

THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCEAWARD. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The U.S. Geological Survey intends to award a non-competitive firm fixed-price purchase order under the authority of FAR Subpart 13.5 to SGS AXYS ANALYTICALSERVICES, LTD located in Sidney, British Columbia, Canada for a 5-year IDIQ contract for laboratory analysis of tissue, water, sediment, and soil samples for PFAS contamination for the Eastern Ecological Science Center in Laurel, Maryland. SGS AXYS Analytical Services, LTD is uniquely qualified to support this requirement due to its established PFAS analytical capabilities and methodology compatibility with ongoing USGS PFAS research programs. The NAICS code is 541380. The size standard is $19.0 Million. Responses may be emailed to Dayna Parkin at dayna_parkin@ios.doi.gov no later than 3:30 PM mountain time, Wednesday, September 2, 2026.
The anticipated award date of the contract is 09/09/2026. A vendor must be registered at https://www.sam.gov to be awarded the contract.
