About this opportunity
The Department of the Air Force Space Command seeks installation and certification of a centralized compressed air and Grade D breathing air system for a new single-bay C-130 hangar at Patrick Space Force Base, with proposals due September 15, 2026. This is a total small business set-aside.
Place of performance is Patrick Space Force Base, Melbourne, Florida 32935, at 985 Rescue Road. The NAICS code is 333912, Air and Gas Compressor Manufacturing; PSC code 4310, Compressors and Vacuum Pumps.
The contractor must procure, install, and certify a 150 HP oil-free rotary screw compressor with Variable Speed Drive delivering 500–600 SCFM at 125 PSI, a minimum 600-gallon wet/dry receiver tank, refrigerated air-drying and coalescing/particulate filtration meeting ISO 8573-1 Class 1-4-1 standards, and dedicated breathing air purification manifolds with multi-stage filtration and in-line Carbon Monoxide monitors (alarm threshold 10 ppm) meeting OSHA Grade D requirements. The contractor bears responsibility for all electrical upgrades, ventilation modifications, concrete pads, engineered drawings, and distribution piping. The simulated load test requires 45 minutes at 550 CFM and 125 PSI without exceeding 10% pressure or flow drop, followed by 45th Bioenvironmental Engineering survey certification. Work hours are limited to 0700–1800 Monday–Thursday and 0700–1530 Friday.
Delivery must be completed within 60 days after award on a firm-fixed-price FOB Destination basis with Net 30 payment terms; shipping costs are included in the quoted price. Liquidated damages are $200 per day for late completion. The contract includes 12 months of preventative maintenance subject to the Service Contract Act. Standard commercial products must include a one-year commercial warranty or align with industry standards.
Evaluation criteria are price, technical performance, delivery timeline, and past performance, with overall value to the government determining award. The government reserves the right to award without discussions. Offers must be registered in SAM and not debarred, and remain firm for 60 calendar days from the due date. Questions are due August 27 at 1430 EST. A make-up site visit is scheduled for August 26 at 9:30 AM EST at 985 Rescue Road; RSVP deadline is August 24 at 11:00 AM, limited to two vendor representatives per company.
