About this opportunity
The United States Environmental Protection Agency (EPA) Region 9 is seeking a design and engineering services task order for the Afterthought Mine Superfund Site Remedial Investigation Feasibility Study (RIFS) located near Ingot, California. The primary objective is to provide technical support for conducting a comprehensive remedial investigation and feasibility study that will generate a well-supported Record of Decision (ROD) to address environmental risks. The contract will require contractors to develop analytical and factual documentation that enables public understanding of potential remedy options and supports EPA decisionmakers in selecting an appropriate site-wide remediation strategy. Key personnel for this opportunity include John Hillenbrand (TOCOR), Eric Canteenwala (Alternate TOCOR), Lisa Ouyang (Project Officer/Invoice Approver), and Sandra O'Neill (Alternate Project Officer). While specific evaluation factors are not fully detailed, the solicitation suggests that key personnel qualifications, technical approach, and compliance with environmental assessment protocols will likely be critical assessment areas.
The pre-solicitation notice indicates this opportunity is set aside for total small business participation, with a base independent government cost estimate (IGCE) of $265,613.11 and an overall total potential value of $15,474,151.85. The contract falls under NAICS category 562910 for Remediation Services and PSC category C214 for Architect and Engineering Management Engineering. The opportunity was posted on June 5, 2025, with responses due by June 19, 2025. Additional administrative requirements include the submission of four COR nomination forms, seven non-disclosure agreements (NDAs), and conflict of interest (COI) forms for specific named individuals including Luke, Wanda, and Mena. The comprehensive scope suggests a multi-phase project focused on environmental site assessment, risk evaluation, and potential remediation strategies for the Afterthought Mine Superfund Site.
