About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 9, is soliciting proposals for Board Certified/Board Eligible Cardiovascular Thoracic and Vascular Physician Services to be provided at the James H. The procurement requires contractors to provide on-call and callback coverage for cardiothoracic and vascular surgical services, with two providers proposed for each specialty to ensure adequate coverage. Key personnel must possess unrestricted state medical licenses, current BLS/ACLS certifications, Board Certification in Cardiology by the American Board of Internal Medicine, completed mandatory VA training, and current DEA registration. The Government will evaluate offers using a Best Value determination process based on Past Performance (length and breadth of cardiology experience), Technical Capability (personnel qualifications and availability), Price, and Small Business Participation. The proposal due date is February 26, 2026, at 10:00 AM EST, with proposals to be submitted electronically to olivia.cloutier@va.gov, and Amendment 0002 issued on February 18, 2026, clarified the scope of services requiring on-call coverage every week for cardiothoracic services with approximately 5,020 annual hours and as-needed vascular services with approximately 1,930 annual hours.

This procurement is unrestricted with no set-aside designation for small businesses, though Small Business Participation is an evaluation criterion. The estimated contract value is $16 million for a five-year Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract period from April 1, 2026, through March 31, 2031, with a guaranteed minimum of 1,000 hours per year and a maximum of 50,000 hours over five years. The contractor must maintain on-site availability during business hours (7:45 AM to 4:30 PM) and provide on-call coverage 24/7 with 15-minute phone response and 60-minute on-site response times. Monthly invoices must be submitted electronically through the Tungsten Automation platform in arrears, and the contractor must maintain medical liability insurance with a minimum of $1 million general liability coverage.
