About this opportunity

The National Highway Traffic Safety Administration (NHTSA) anticipates soliciting multiple-award firm-fixed-price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for pedestrian protection impact testing services, with the RFP expected on or about August 28, 2026 and proposals due on or before September 14, 2026. This is full and open competition with no set-asides.

The contractor shall perform test-procedure evaluation, impactor qualification (headform, Flexible Pedestrian Legform Impactor, and upper legform), and pedestrian headform, Flex-PLI, and upper-legform tests on assigned production vehicle models in accordance with NHTSA's New Car Assessment Program (NCAP) Crashworthiness Pedestrian Protection Test Procedure. Work includes optional cyclist and aPLI testing, qualification, and reporting.

Place of performance is the contractor's test facility (off-site) with administrative oversight in Washington, DC. Period of performance spans five 12-month ordering periods, plus an option to extend services for up to six months and an option for increased quantity under FAR 52.217-6 and 52.217-8. Contract award uses firm-fixed-price with fixed unit prices per test and estimated/optional quantities ordered by task/delivery order.

Award will be made on a best-value tradeoff basis, with technical factors — Technical Plan, Quality Assurance Management Plan, Test Procedures, Facilities and Equipment, Organization and Personnel Qualifications, and Past Performance and Prior Experience — weighted more heavily than price. NAICS 541380 (Testing Laboratories and Services; $19.0 million size standard) applies. Points of contact are Van Nixon (van.nixon.ctr@dot.gov) and Gregory Benjamin II (gregory.benjamin@dot.gov).
