About this opportunity
The U.S. Coast Guard is seeking to procure 932 Neutrally Buoyant Ballistic Plates through a combined synopsis/solicitation for the Maritime Safety & Security Team (MSST) community. The required plates must be polyethylene Level III ballistic protection with specific technical specifications including NIJ Standard 0101.06 certification, Multi-Cam Cordura wrapping, SAPI-style cuts, 1.07-inch thickness, and the ability to provide 2 pounds of positive buoyancy while working with the existing Ballistic Protective System (BPS). Vendors must submit two-volume electronic proposals by August 28, 2025, at 11:00 AM ET, with Volume I containing technical capability information (limited to 4 pages) and Volume II including pricing and certifications. The evaluation will be based on Technical Capability (more important factor) and Price, with the government intending to award without discussions. The plates must be manufactured in an ISO 9001:2008/AS9100 C certified facility and include a seven-year manufacturer's warranty, with delivery required within 60 days after contract award.
This opportunity is designated as a Total Small Business set-aside under NAICS code 315990 with a 500-employee size standard. The procurement involves plates in four sizes: 396 Small units, 398 Medium units, 118 Large units, and 20 X-Large units, with weights ranging from 1.9 to 2.9 pounds depending on size. No incumbent contractors are mentioned, and the Coast Guard specifically notes these plates are not currently in their inventory and are unique in design and purpose. The place of performance is Alameda, California, where all plates will be shipped to the USCG Pacific Area Support Center. While specific contract values are not disclosed, the pricing worksheet indicates five contract line items covering the various plate sizes plus shipping costs, with vendors required to provide firm fixed pricing for the entire requirement.
