About this file
This document is a Statement of Work (SOW) for Neutrally Buoyant Ballistic Plates for the U.S. Coast Guard's Maritime Safety & Security Team (MSST). The Coast Guard requires 932 polyethylene Level III ballistic plates with specific requirements, including a Multi-Cam Cordura wrap, SAPI cut, and 2 lbs of positive buoyancy. The plates come in multiple sizes (Small, Medium, Large, X-Large) with varying quantities, ranging from 0 to 398 units per size, and must be 1.07" thick with a Cordura finish. Key technical specifications include NIJ Standard 0101.06 Level III certification, ability to withstand six rounds from multiple calibers, a polyuria line-x coating, serialization, and a seven-year manufacturer's ballistic warranty.
Delivery details specify shipping to the USCG Pacific Area Support Center in Alameda, California, with all shipments marked "US Coast Guard" and delivery confirmation required within 60 days after contract award. The plates must be manufactured in an ISO 9001:2008/AS9100 C Certified facility and vendors must consult directly with USCG to ensure appropriate protection standards. Additional requirements include providing a serialized list of plates, a "Notice of Compliance" from NIJ, and a warranty certificate. The total order is for 932 plates across different sizes, primarily focusing on Small (396 units) and Medium (398 units) sizes.
