About this opportunity

Paragraph 1:

The National Archives and Records Administration (NARA) has issued a Request for Information (RFI) to obtain technical information for the design, installation, operation, and maintenance of a replacement Neutral Host In-Building Multi-band Cellular Distributed Antenna System (DAS) or comparable technology solution to enhance their communications infrastructure. The RFI is intended for market research purposes only and does not constitute a solicitation, but may lead to a future solicitation. NARA is seeking a complete solution from vendors, including recommendations on a managed service, lease, or direct acquisition approach to decrease the total cost of ownership while maintaining high availability and system integrity. Vendors are asked to provide a non-binding rough order of magnitude cost and installation schedule estimates, as well as address potential constraints, performance metrics, bandwidth growth, and interference mitigation.

Paragraph 2:

This RFI is not set aside for any specific business size or type. NARA plans to conduct a site survey with interested vendors in the coming weeks. Responses to the RFI are due by 2:00 PM ET on June 21, 2024 and will be used for market research and acquisition planning purposes, but will not result in a contract award. The NAICS code associated with this opportunity is 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing.

UPDATE (9/26/24):

SITE VISIT/INDUSTRY DAY

An in-person site visit/industry day has been scheduled for October 15, 2024 at the National Archives and Records Administration (NARA) in College Park, MD. There will be two (2) separate site-visits, both for the same purpose. The first session will run from 9:00 AM to 11:30 AM EST, and the second session will run from 1:00 PM to 3:30 PM EST. Vendors planning to attend the in-person site visit must furnish the name and title of its representative, and its selected time slot to Shawn Xiong (shawn.xiong@nara.gov) at least two (2) days prior to the site visit. Vendors are limited to a maximum of two (2) representatives. The purpose of this site visit/industry day is to further NARA’s market research in developing its Distributed Antenna System upgrade requirements. The in-person site visit/industry day will provide vendors the opportunity to inspect the government furnished property; equipment, facility, and site which services are to be performed; and the general and local conditions that may affect the costs and performance of any prospective future contract/order. Vendors are encouraged to share feedback, ask questions, and offer comments during the session. Please note that while questions are welcomed, the Government may be unable to address all questions during the visit and/or responses may be limited.  Therefore, vendors are strongly encouraged to submit any questions in writing following the site visit which will be addressed by the Government as deemed appropriate.

Visitation is neither required nor a prerequisite for quote submission under any future solicitation and will not be considered a factor in any future evaluation. Information provided during or in response to this site visit will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process and may lead to the development of a work statement. Industry visitors are solely responsible for all expenses associated with attending the site visit.
