About this opportunity

The Department of Veterans Affairs, Veterans Health Administration Veterans Integrated Service Network 7 (VISN 7) at Charlie Norwood VA Medical Center in Augusta, Georgia has published a Notice of Intent to conduct a sole source award under FAR Part 6.103-1. The intended contractor is Rokhan, LLC, located in O'Fallon, Missouri, for the procurement of the NeuroPactor traumatic brain injury (TBI) Instrument combined with the Angle Three Small Animal Stereotaxic Instrument. This Special Notice was posted on April 24, 2026, and informs industry of the government's intent to execute a sole source contract rather than a competitive procurement. The justification for sole source authority is based on the proprietary nature of the equipment, including exclusive hardware design, proprietary software algorithms, and specialized sensor resolution that are protected by intellectual property rights. The notice explicitly states that this is not a request for competitive proposals or quotations, and no solicitation document is available.

The NeuroPactor TBI Instrument is intended for use in the VA's neuroscience research program to create controlled and reproducible traumatic brain injuries in animal models for studying injury mechanisms and developing potential treatments. The total estimated contract value is $43,543.98, and the procurement falls under NAICS code 541715 (Research and Development in the Physical, Engineering, and Life Sciences) with a small business size standard of 1,000 employees. The due date for this notice is April 29, 2026, and interested parties must submit clear, compelling, and convincing evidence that competition would be advantageous to the government; unsolicited quotations or offers will not be considered for award. Extensive market research has been conducted confirming that no commercially available alternatives possess equivalent capabilities to the proprietary NeuroPactor system. Contractors are advised that telephone requests for additional information will not be honored, and this notice is for informational purposes only regarding the government's intention to sole source the procurement.
