1. Contracting Activity: Department of Veterans Affairs, VISN 7, 534 Ralph H. Johnson VAMC 2237# 534-26-3-131-0466
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Research and Development department is seeking to obtain the Neuroscience Tools' NeuroPactor traumatic brain injury (TBI) Instrument combined with the Angle Three Small Animal Stereotaxic Instrument. The NeuroPactor TBI Instrument is a precision system designed for controlled traumatic brain injury research. It enables accurate, reproducible impact delivery and placement in experimental studies, utilizing advanced software for calibration and targeting. The system enhances consistency and accuracy in neuroscience research involving brain injury models.
The NeuroPactor TBI Instrument combined with the Angle Three Small Animal Stereotaxic Instrument is intended for use in neuroscience research to create controlled and reproducible traumatic brain injuries in animal models. It is used to study the effects and mechanisms of brain injury and ultimately lead to a better understanding of the underlying injury related mechanisms that occur in TBI in mice. The ultimate goal is to use the research obtained from this research to evaluate and develop potential treatments for TBI.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The NeuroPactor TBI Instrument is a highly specialized, proprietary instrument that incorporates unique technological features and software algorithms specifically developed by Neuroscience Tools. Its design includes advanced calibration systems, precise impact control mechanisms, and proprietary software that ensures reproducibility, accuracy, and consistency in traumatic brain injury (TBI) experiments. These features are the result of extensive research and development, protected by intellectual property rights, which prevent other manufacturers from replicating or sourcing similar systems.
Furthermore, the instrument's integration with custom stereotaxic components and software-based targeting (Angle Three Small Animal Stereotaxic system) and calibration routines are specifically calibrated for this device. The system's unique ability to automatically adjust for head size, head tilt, and approach angle—reducing setup time and human error—is not available in other commercially available impact or stereotaxic devices. The proprietary software, sensor resolution, and calibration procedures are exclusive to Neuroscience Tools, making it impossible for other vendors to provide an equivalent product without infringing on intellectual property rights.
Because of these proprietary features, no other supplies, parts, or services can substitute or replicate the exact performance and capabilities of the NeuroPactor+ Angle Three Small Animal Stereotaxic TBI System. This exclusivity ensures that Neuroscience Tools is the sole source capable of providing this specific system, which is critical for maintaining experimental consistency, validation, and regulatory compliance in research settings.
4. Description of market research conducted and results or statement why it was not conducted: Extensive market research was conducted to identify available technologies and devices comparable to the NeuroPactor TBI Instrument. This research included reviewing industry publications, consulting with neuroscience research institutions, and evaluating competing impact and stereotaxic devices. The findings confirmed that no other commercially available products possess the same proprietary features, calibration accuracy, and software integration offered by Neuroscience Tools. The unique combination of hardware and software, protected by intellectual property rights, makes this device unmatched in the current market.
