The government retains sole discretion in determining whether to pursue a competitive procurement and will not be responsible for any costs incurred by vendors responding to this notice. Oral communications are not acceptable, and all submissions will be evaluated solely to determine the potential for competitive procurement. The resulting contract will be a firm fixed price arrangement, negotiated using non-competitive procedures under the authority of 10 U.S.C. 2304(c)(1).
