A Justification and Approval document supporting brand-name restriction cites the unique integration requirements of the existing SNOTEL (SNOwpack TELemetry) network operated across the western United States and asserts that transitioning to alternative sensors would require approximately 48 months of quality assurance testing, creating unacceptable operational delays.
