About this opportunity
NOAA's National Environmental Satellite, Data, and Information Services issued a competitive Request for Project Proposal on October 1, 2026, with white papers due October 26, 2026, and intends to award one or more Other Transaction Agreements to implement commercial satellite mission operations that reduce observation costs while advancing technology. Offerors may submit separate white papers addressing geostationary missions (GOES-R and GeoXO) or polar and space weather missions (JPSS, SOLAR-1, SOLAR-A/B), with a maximum of two submissions per vendor. Phase I white papers (10 pages maximum) must include Rough Order of Magnitude pricing and are evaluated on technical feasibility, schedule risk, cost-effectiveness, and ROM pricing favorability; offerors rated "Favorable" advance to Phase II. Phase II invitees must be SAM.gov registered and will submit 30-page proposals with complete technical solutions, detailed pricing, milestone schedules, and intellectual property documentation. The Government seeks full operational capability by calendar year 2029 and demonstrations beginning by calendar year 2028. Contractors must provide 24/7 command and control for current satellite fleets (Joint Polar Satellite System, Geostationary Operational Environmental Satellites-R, Space Weather Follow On-Lagrange 1) and future constellations, achieving performance metrics including JPSS downlink latency under 87 minutes and 98% operational availability. Phase II award is anticipated around Q2 FY 2027. Contributions of at least 15% (cash or in-kind) are expected and will be negotiated as part of agreement development. White papers must be submitted to brooke.bernold@noaa.gov and anthony.eubanks@noaa.gov. Amendment 002 posted questions and answers on October 16, 2026.
