NESDIS Enterprise Mission Operations (NEMO) – Request for Project Proposal Summary
This is a Request for Project Proposal (RPP No. 2027-NESDIS-BB-0001) issued by the National Oceanic and Atmospheric Administration (NOAA) Acquisition and Grants Office seeking innovative, cost-effective approaches to implement multi-constellation commercial satellite operations services. NOAA seeks to enter into one or more Other Transaction Agreements (OTAs) under Section 301 of the Weather Research and Forecasting Innovation Act of 2017 to identify new approaches that lower observation costs while incorporating technological advancements. The initiative targets transitioning operational responsibilities for current operational satellite fleets (Joint Polar Satellite System, Geostationary Operational Environmental Satellites-R, and Space Weather Follow On-Lagrange 1) and future constellations (Geostationary Extended Observations and Space Weather Observations). Vendors must address geostationary missions (GOES-R and GeoXO) separately from polar (JPSS) and space weather missions (SOLAR-1, SOLAR-A/B), with permission to submit one or two white papers.
The competitive selection uses a two-phase process with Phase I due October 19, 2026 at 12:00 PM ET, requiring white papers (maximum 10 pages) with Rough Order of Magnitude (ROM) pricing. White papers are evaluated on capability to meet stated objectives and ROM pricing favorability, with evaluation criteria including technical feasibility, schedule risk, and cost-effectiveness. Offerors receiving "Favorable" ratings advance to Phase II; others are categorized as non-selected. Phase II invitees must be registered in SAM.gov and will provide complete technical solutions, detailed pricing, milestone schedules, and intellectual property documentation within a 30-page limit. Final awards are anticipated as Firm Fixed Price (FFP) OTA Project Agreements with technical superiority, innovation, and fair-and-reasonable pricing as evaluation criteria. Award is contingent on funding availability, and multiple awards may be made at Government discretion. White papers must be submitted to brooke.bernold@noaa.gov and anthony.eubanks@noaa.gov, with all questions due by October 9, 2026 at 12:00 EST.

INTRODUCTION
The National Environmental Satellite, Data, and Information Services (NESDIS) within the National Oceanic and Atmospheric Administration (NOAA), seeks to enter into one or more Other Transaction Agreements (OTAs) pursuant to the authority granted under Section 301 of the Weather Research and Forecasting Innovation Act of 2017 (15 U.S.C. 8531) as amended by the National Integrated Drought Information System Reauthorization Act of 2018, here-to-forward referred to as “the Act”, as amended by Section 503 of the National Oceanic and Atmospheric Administration Commissioned Officer Corps Amendments Act of 2020 (Pub. L. No. 116-259, title V, § 503, 134 Stat. 1153 (2020)).
The purpose of the OTA is to identify and implement new and innovative approaches to satellite mission operations that can lower the cost of observations used to meet NOAA’s mission requirements, while including new, value-added technological advancements. The Government is interested in approaches that enable the transitioning of operational responsibilities for both the current operational fleet (Joint Polar Satellite System (JPSS), Geostationary Operational Environmental Satellites (GOES)-R, and Space Weather Follow On-Lagrange 1 (SWFO-L1), as well as solutions that support the transition and operations of future satellite constellations (Geostationary Extended Observations (GeoXO) and Space Weather Observations (SWO)).
Under Section 301 (d) of the Act, “In order to enhance the effectiveness of data and satellite systems used by NOAA to meet its missions, the Under Secretary may enter into and perform such transaction agreements on such terms as the Under Secretary considers appropriate to carry out basic, applied, and advanced research projects to meet the objectives described in the Act.” The transaction agreements authorized may only be used as follows:
i. For the construction, use, operation, or procurement of new, improved, innovative, or value-adding satellites, instrumentation, ground stations, and data;
ii. To make determinations on how best use existing or planned data, systems, and assets of NOAA; and,
iii. Only when the objectives of NOAA cannot be met using a cooperative research and development agreement (CRADA), grant, procurement contract, or cooperative agreement.
NESDIS, located at NOAA headquarters in Silver Spring, MD, is responsible for collecting and providing the critical satellite Earth observations and other essential environmental information needed for disaster preparedness, all hazards response and recovery, and the protection of the Nation’s critical infrastructure and natural resources. The mission of NESDIS is to provide secure and timely access to global environmental data and information from satellites and other sources to promote and protect the Nation's security, environment, economy, and quality of life. The purpose of this OTA directly aligns with the mission of NESDIS.
This announcement uses a multiple-phase competitive down-select that may result in the award of a single project or multiple projects. Dates listed in this announcement are tentative and subject to change based on actual progress made through each phase of selection. This project is intended to solve the capability gap through a pilot or novel application of commercial technologies.
OBJECTIVES
Problem Statement: NOAA is interested in pursuing innovative, cost-effective approaches to implement a multi-constellation commercial satellite operations service, based on shared contributions from both Government and industry partners.
The Government is interested in establishing one or more Agreements for commercial satellite command and control mission operations services, in support of NOAA’s current and future operational meteorological satellite constellations. For the purposes of these Agreements, current and future geostationary missions (GOES-R and GeoXO) should be considered separately from current polar (JPSS) and current/future space weather (SOLAR-1, SOLAR-A/B) missions. Vendor white papers should address each mission set separately. Vendors may submit one or two white papers. NOAA’s future polar Near Earth Orbit Network (NEON) missions are not within the scope of this effort.
