About this opportunity
The National Park Service Denver Service Center is conducting market research for the NERI 227183 Rend Trail Project, a comprehensive trail rehabilitation initiative within the New River Gorge National Park and Preserve in Glen Jean, West Virginia. The project encompasses rehabilitation of five existing bridges including deck and railing replacement, rivet and bearing block repairs, and masonry restoration, along with replacement of nine timber cribbing walls with mechanically stabilized earth walls. Additional scope includes constructing an overlook at Bridge 2 with retaining walls and interpretive features, replacing a stair system at Big Rock with a combination ramp structure, and upgrading both the Minden and Newlyn Trailheads with flush restrooms, lighting, concrete parking, and expanded facilities. The government is seeking information from potential contractors through a Sources Sought Survey Questionnaire to determine appropriate solicitation methods and potential small business set-aside opportunities. Interested contractors must submit their responses by July 14, 2025, at 11:00 am Mountain Time to Rachel_Dyer@nps.gov to be considered for the upcoming solicitation.
This procurement will not utilize any set-aside designations and is classified under NAICS code 237310 (Highway, Street and Bridge Construction) with a size standard of $45 million. The estimated project value exceeds $10 million and will be structured as a competitive Firm-Fixed-Price contract requiring bid, performance, and payment bonds. The solicitation is expected to be released in August or September 2025, with a 24-month performance period and construction completion estimated by December 2026. The contract may involve winter construction requirements and will be executed under a single prime contract covering the entire scope of work. No current incumbents or existing contractors are identified in the notice, as this represents an initial market research phase to assess contractor capabilities and interest in the project.
