About this opportunity

The U.S. Small Business Administration's Office of Veterans Business Development (OVBD) is seeking to procure NeoSerra Customer Relationship Management software licenses from Outreach Systems through a sole source acquisition. The software will support a nationwide network of 31 Veterans Business Outreach Centers (VBOCs) that provide business counseling services to veteran-owned small businesses. This specialized CRM system is designed specifically for nonprofit economic development organizations and offers unique features tailored to serve veteran entrepreneurs, including detailed demographic and economic client tracking capabilities and custom reporting functions. The procurement is structured as a firm fixed-price contract with a twelve-month base period and four one-year option periods, potentially spanning five years total. The solicitation will be evaluated using a Lowest Price, Technically Acceptable (LPTA) approach, with responses due by August 7, 2025 at 4:00 PM Eastern Standard Time to Contracting Officer Karen Dukes at karen.dukes@gsa.gov.

This opportunity does not utilize any set-aside designations and is being pursued as a sole source acquisition under FAR 6.302-1, targeting Outreach Systems of Santa Barbara, California as the only responsible source capable of meeting the agency's requirements. The estimated contract value is $25,000 for the base year, with a total potential value of $132,728.40 across the base year plus four option years. The software will be delivered as an online cloud-based digital bundle, with each bundle including licenses, subscription services, and unlimited access for up to 50 users across the VBOC network. The performance period is scheduled to run from September 14, 2025 to September 13, 2030, with software accessibility required daily between 7:30 AM and 6:00 PM, Monday through Friday. The place of performance is Washington, DC, though the software will serve VBOCs nationwide, and the SBA has already invested $90,000 over five years in this platform, making switching costs prohibitive.
