About this opportunity
The United States Army Medical Research Acquisition Activity (USAMRAA) is conducting market research to procure four (4) Neonatal Transportation System (NTS) Removeable Handles for the United States Naval Hospital Okinawa-Japan (USNHO) Neonatal Intensive Care Unit (NICU). The handles are custom-designed for Air transport, measuring 18 inches in length with a 1-inch diameter, and include specific safety securement pins and rubber handle components. Interested vendors must submit a capability statement not exceeding eight pages, demonstrating technical and management capabilities to perform the required work. Capability statements are due by 3:00 PM local time on April 30, 2025, and must be submitted via email to matthew.d.teel.civ@health.mil and shannon.p.lertora.civ@health.mil. If capable sources are not identified through this notice, USAMRAA intends to execute a firm-fixed price contract on a sole source basis with International Biomedical LTD in Austin, Texas.
The pre-solicitation notice indicates no specific set-aside designations for this procurement, and the contract will be categorized under NAICS code 339113 for Surgical Appliance and Supplies Manufacturing. The potential sole source contractor, International Biomedical LTD, is identified as the fallback option if no other qualified vendors are found. While no specific budget range is mentioned, the procurement is for four custom NTS removeable handles designed to secure neonatal transport equipment during air transport. The handles are specifically configured to attach to a Stryker frame and include detailed specifications such as 2-inch securement pins and 4-inch rubber handle components. This market research process will help the Defense Health Agency determine whether to pursue a competitive procurement or proceed with a direct contract modification.
