About this opportunity
The U.S. Army Corps of Engineers, Jacksonville District has issued a Special Notice announcing its intent to award a sole-source contract to Coastal Conservation Group LLC for nekton monitoring services. The contract will involve conducting monitoring activities within selected zones of the lower St. Johns River and selected tributaries in northeast Florida. The procurement falls under NAICS code 541620 for Environmental Consulting Services and is classified as a special studies/analysis environmental assessment. The notice was posted on August 11, 2025, with a response deadline of August 18, 2025. This opportunity represents a non-competitive procurement that will not involve a traditional solicitation process.
The sole-source justification stems from regulatory requirements established by the Florida Fish and Wildlife Conservation Commission, which issues only one marine turtle permit per beach to manage environmental impacts on turtle habitats. Coastal Conservation Group LLC holds the exclusive Marine Turtle Permit for the Saint John's County locations specified in the Performance Work Statement, making them the only eligible contractor capable of performing this work. The procurement will be conducted under FAR 13.106-l(b)(l) procedures for other than full and open competition, and no formal solicitation will be posted. Potential sources interested in future similar acquisitions are encouraged to contact Ms. Florutha A Robinson at (904) 232-2077 or Mr. Gary R Weir at (904) 232-3055 to discuss their capabilities. The initiative supports responsible management of marine turtle populations in Florida while enabling essential nekton monitoring activities in critical waterway ecosystems.
Notice text
The U.S. Army Corps of Engineers (USACE), Jacksonville District intends to solicit and contract with Coastal Conservation Group LLC (CAGE 9SG63), of St Augustine, FL, on a sole-source basis to conduct Nekton monitoring within selected zones of the lower St. Johns River (LSJR) as well as selected tributaries in northeast Florida. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541620, Environmental Consulting Services.
The Florida Fish and Wildlife Conservation Commission (FWC) implements a program regulating permits for marine turtle-related activities. Only one marine turtle permit is issued per beach to manage impacts on turtle habitats. This approach ensures responsible management of marine turtle populations in Florida. Coastal Conservation Group LLC is the only Marine Turtle Permit Holder for the Saint John’s County locations listed in the Performance Work Statement (PWS). Therefore, this requirement will be solicited using other than full and open competition in accordance with the procedures of FAR 13.106-l(b)(l).
No solicitation will be posted for this requirement.
