About this opportunity
The Naval Supply Systems Command, through the Fleet Logistics Center Norfolk Contracting Department in Groton, Connecticut, has issued a Special Notice announcing its intent to award a sole source purchase order to the New England Commission of Higher Education (NECHE) for annual membership and accreditation fees. This notice was posted on April 17, 2026, and represents a procurement action by the Department of the Navy for the Naval War College in Newport, Rhode Island. The procurement will be conducted using Simplified Acquisition Procedures under Federal Acquisition Regulation (FAR) Part 13 and will not be subject to full and open competition. The anticipated award date is May 1, 2026, and the notice falls under the Educational Support Services NAICS category.
The primary objective of this procurement is to maintain the Naval War College's accreditation through NECHE, the only federally approved accreditor capable of serving the Northeast region and meeting the institution's accreditation requirements. The total contract value is $93,811.25, consisting of a base year FY2026 fee of $18,762.25 plus four option years at the same annual rate through FY2030, with an estimated delivery date of December 1st. While this is not a request for proposals or quotations, interested parties may submit written challenges to the sole source determination by emailing sarah.p.schultz.civ@us.navy.mil, provided that challenges include sufficient information demonstrating that an equivalent supply or service exists to meet the government's needs. The justification for sole source procurement is based on federal regulatory requirements mandating accreditation for institutional eligibility for federal grants and loans, combined with NECHE's exclusive ownership and maintenance of current and prior accreditation standards. Any determination regarding competition of this requirement remains solely within the government's discretion.
