About this file

This is a Justification for Sole Source document for a federal contract opportunity under simplified procedures (Simplified Procedures – MPT to ≤ $AT).

The Naval War College (NWC) in Newport, Rhode Island, is procuring continuation of New England Commission of Higher Education (NECHE) membership for one base year and four option years through NAVSUP Fleet Logistics Center, Norfolk. The total contract value is $93,811.25, with the base year FY2026 membership and off-campus activity fee set at $18,762.25, and each of the four option years (FY27-FY30) also priced at $18,762.25 each. The estimated delivery date for the base year and option years is December 1st. The sole source procurement justification is documented under Purchase Request/Document number 1301325956, with the contractor identified by CAGE Code 89JM1.

The justification for sole source procurement is based on NECHE being the only known federally approved accreditor in the Northeast region capable of meeting NWC's accreditation requirements. Federal regulations require colleges, universities, and programs to maintain accreditation for eligibility for federal grants, loans, and other federal funds. Additionally, NECHE accreditation is required to maintain uniformity and continuation with prior contract N0018925PG022. NECHE owns and maintains all standards for current and prior accreditations, and no substitutes are available. The requiring activity technical certification was dated 04/03/2026, and the contracting officer determination was made by NAVSUP Fleet Logistics Center, Norfolk Contracting Department Regional Directorate, Groton Office.
