The procurement is firm fixed price and carries Lowest Price Technically Acceptable (LPTA) evaluation with no set-aside. The government reserves the right to award to the lowest evaluated priced, technically acceptable, responsible offeror.
Work commences within 31 calendar days of award and must be completed within 60 calendar days. The scope includes eight contract line items covering site mobilization, controlled asphalt and base removal, subgrade excavation and remediation, waterproofing membrane installation, crushed stone base, linear drainage channels, premium asphalt paving, and wall penetration renewal addressing recurring water infiltration in an underground railway tunnel. Excavation is expected to reach 1.5 meters and remove approximately 900 cubic meters of unsuitable soil; unit rates will adjust if actual excavation depth or unsuitable soil quantity differs from estimates. Contractors must propose their own waterproofing system meeting international building codes and best practices.
Quotations are payable in EURO. The contractor must be locally registered with 10 years of applicable experience and demonstrated completion of at least five similar construction projects. Proposals must include Volume I (technical submission detailing performance schedules, key personnel qualifications, management information, and past performance on comparable projects) and Volume II (price breakdown). All submissions must be in English, PDF format not exceeding 30MB per file, sent electronically to BrusselsBids@state.gov. Standard FAR and DOSAR clauses apply, including requirements for performance and payment bonds, general liability insurance naming the United States Government as additional insured, and Defense Base Act workers' compensation coverage. Contractors must comply with local labor laws and permit requirements and coordinate directly with Infrabel (rail operator) for site access and construction standards. Prospective quoters must be registered in SAM prior to proposal submission per FAR 4.1102; failure to register may result in the proposal being deemed non-responsible. NAICS 238190; PSC Z2QA.
