About this opportunity
The Department of the Interior Fish and Wildlife Service seeks to procure four new utility terrain vehicles and one all-terrain vehicle for Arrowwood and Chase Lake National Wildlife Refuges in North Dakota, with proposals due June 22, 2026. This is a total small business set-aside, foreclosing competition outside that category.
The procurement requires two 2026 Polaris Ranger SP 570 UTVs, one 2027 Polaris Ranger XP 1000 Cab with tracks, and one 2027 Polaris Ranger XP 1000 Cab without tracks, or brand-name equivalent vehicles meeting all salient characteristics. Delivery is scheduled for July 1, 2026, to FWS Arrowwood NWR at 7780 10th Street SE, Pingree, ND 58476, and Chase Lake Prairie Project at 5924 19th St SE, Woodworth, ND 58496. Offerors must accept five trade-in vehicles as a mandatory condition of award: 2010 Polaris 6X6 (1,762 miles), 2014 Polaris Ranger 900 (3,980 miles), 2015 Polaris Sportsman 4X4 (692 miles), 2017 Polaris Ranger 1000 (1,639 miles), and 2019 Honda Pioneer 500 (536 miles), all located at Arrowwood NWR and available for pickup. Trade-in allowances, lead time for delivery, past performance, and price reasonableness are evaluation criteria, weighted against the ability to meet all technical specifications and proposed delivery schedule. Questions are due June 12. The NAICS code is 336991, Motorcycle, Bicycle, and Parts Manufacturing, and the PSC is 2340, Motorcycles, Motor Scooters, and Bicycles. Responses must include SF 1449 forms, company SAM.gov UEI, proof of technical capability, and the Past Experience & References form (Attachment #10), submitted to mwashington@ios.doi.gov. Contracting Officer is Caleb Kindsvater; technical point of contact is Jason Lura at (701) 650-2011 or jason_lura@fws.gov.
