About this opportunity
The National Park Service seeks construction services to replace a residential well at the Shah House in Manassas, Virginia, with quotations due September 15, 2026. The procurement is a total small business set-aside issued as a Request for Quotation under FAR Part 13 simplified acquisition procedures.
Place of performance is 15309 Nottingham Drive, Manassas, Virginia (Prince William Forest Park). The work requires drilling a new residential well to a minimum depth of 250 feet or until adequate water supply is achieved, installing pumps, piping, electrical wiring, switches, pressure and expansion tanks, and related components. The contractor must obtain all state and local permits, conduct water sample testing, abandon the existing well per county and state requirements, and restore the site including grounds finish grading and grass seeding. The period of performance is 150 days (Monday through Friday, 7:00 am to 4:00 pm, excluding federal holidays and weekends unless pre-approved). The government estimates less than $40,000 of services are required but notes offerors should not interpret this as a price floor or ceiling.
The NAICS code is 237110 (Water and Sewer Line and Related Structures Construction). The contractor must comply with Davis-Bacon prevailing wage requirements (wage determination General Decision Number VA20260162 applies), maintain liability insurance of $100,000 per person/$500,000 per occurrence/$500,000 property damage, and submit a payment bond or irrevocable letter of credit equal to 100 percent of the contract price within 10 days of award. All offerors must be registered in SAM with active status and hold a Unique Entity Identifier. The contract will be firm fixed-price awarded to the lowest priced technically acceptable offer. Evaluation factors include price and technical approach demonstrating a feasible plan and schedule conforming to the Statement of Work. An organized pre-bid site visit is scheduled September 9, 2026, at noon; questions must be submitted in writing no later than three calendar days following the site visit. Quotations must be valid for a minimum of 60 days. The Contracting Officer is Tim Wind (303-880-6196; timothy_wind@ios.doi.gov).
