About this opportunity

The National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT), issued a Special Notice on April 7, 2026, for the development and deployment of a Data Discovery Portal for the Cancer Research Data Commons (CRDC). The notice, published by the Department of the Interior's Interior Business Center on behalf of the NIH, announces the Government's intent to negotiate a sole source, non-competitive acquisition with Jataware. The procurement will utilize a firm-fixed-price and time-and-materials contract structure. The Acquisition Services Directorate is managing this effort to create an advanced data discovery system that will serve the cancer research community. This Special Notice invites interested parties to submit capabilities statements demonstrating their qualifications to perform the work.

The primary objective is to develop, deploy, and maintain an AI-powered Data Discovery Portal that integrates Jataware's BeakerHub Platform, enabling researchers to search, access, and visualize cancer research data across the CRDC ecosystem using both traditional faceted search and conversational AI capabilities. Interested contractors must submit capabilities statements not exceeding ten pages and 8 MB in size by 10:00 A.M. ET on April 6, 2026 (note: this deadline has already passed as of the posted date of April 7, 2026), to Victoria_seelhoefer@ibc.doi.gov in Microsoft Office-compatible or Adobe Acrobat format with minimum 11-point font. The procurement encompasses a two-year base period with two optional one-year periods for operations and maintenance, classified under NAICS 541511 (Custom Computer Programming Services) and PSC DA01 (IT and Telecom – Business Application/Application Development Support Services). Key personnel requirements include a Project Manager II with a bachelor's degree and eight years of progressive project management experience, and a Subject Matter Expert II Lead with a master's degree and ten years of specialized professional experience. The Government reserves the right to issue a Request for Quote or conduct a competitive acquisition based on responses received, and all submissions become Government property with proprietary information requiring clear marking for protection.
