About this opportunity
The National Institute of Standards and Technology (NIST) intends to procure one two-channel microwave signal generator by June 29, 2026, contingent on market research findings that will determine whether a small business set-aside is warranted. NIST is currently conducting a sources-sought market research phase and will conduct a small business set-aside solicitation on sam.gov if at least two qualified small businesses are identified; responses from all responsible sources of all sizes are being accepted during this phase.
The generator will support research activities in ultrastable lasers and low noise microwave signals at the PML/Time and Frequency/Precision Photonic Synthesis Group. Specifications require two independent output channels with greater than 75 dB channel-to-channel isolation at 0 dBm output; frequency range from at least 1 MHz to 12 GHz per channel; output power range from -30 dBm to +10 dBm; phase noise performance of less than -125 dBc/Hz at 10 kHz offset on a 1 GHz carrier and less than -105 dBc/Hz on a 10 GHz carrier; 50-ohm output impedance with N-type, SMA, or 3.5 mm connectors; continuous-wave and modulated continuous-wave capability; internal and external modulation of amplitude, frequency, or phase; acceptance of external 10 MHz timebase; minimum frequency step size of 0.05 Hz or less; output power setting resolution of at least 0.05 dB; channel-to-channel phase stability better than 2 degrees on a 10 GHz carrier; phase setting range of 180 degrees with minimum resolution of 0.1 degree; and USB or GPIB communication interface. Delivery, installation, and training must be completed within 12 weeks after receipt of order.
Vendors should submit capability statements of four pages or less to Contract Specialist Matthew M. Delgado at matthew.delgado@nist.gov by June 29, 2026, including company name, country of manufacture, specification and data sheets, typical lead time, and other relevant information. The requirement is classified under NAICS 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees.
