About this opportunity

The National Institute of Standards and Technology (NIST) is conducting market research to identify vendors capable of supplying a high-accuracy laser wavelength meter, with responses due by June 29, 2026. This is a sources-sought notice preceding a formal solicitation; no quotes or proposals are being accepted at this stage, and submission of capability statements does not obligate the Government to purchase or compensate vendors.

NIST's PML/Time and Frequency Division requires one wavelength meter capable of measuring laser frequency with accuracy at the 10 MHz level and simultaneously frequency-stabilizing up to eight lasers. The instrument must deliver a measurement range of 330 nm to 1180 nm, measurement accuracy of 10 MHz or better over the 375 nm to 1180 nm band, wavelength resolution of 200 kHz or better, and include an integrated 1x8 photonic crystal fiber (endlessly single mode) switch. Required capabilities include PID frequency stabilization for locking up to eight laser inputs simultaneously with programmable analog voltage control, automatic multi-laser stabilization with external laser wavemeter calibration, USB control, and GUI software interface. Performance must be maintained over an air pressure range of 440–900 mm Hg and temperature range of 0–40°C. Government acceptance testing will require 21 business days; delivery, installation, and training must be completed no later than 14 weeks after order receipt.

The procurement is assigned NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. If market research identifies at least two qualified small businesses meeting specifications, the acquisition will be solicited as a small business set-aside; NIST is currently seeking responses from all responsible sources. Interested vendors must submit a capability statement (four pages maximum) via email to Contract Specialist Matthew M. Delgado at matthew.delgado@nist.gov, including company name, country of origin or manufacture, specification sheets and product examples, typical lead time, and relevant information for specification development.
