About this opportunity
This draft Request for Proposal (RFP) issued by the Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (SCMS) Division seeks proposals to provide full-spectrum Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems engineering solutions from requirements definition through sustainment to support critical interoperability, connectivity, and supportability among various communication systems. Offerors must demonstrate experience providing C5ISR solutions to joint forces commands and disaster recovery/first responders on a rapid and customer-driven basis. The RFP contemplates a single-award Indefinite Delivery/Indefinite Quantity contract with a five-year base period of performance and six-month option period, under which both cost-plus-fixed-fee and firm-fixed price task orders will be issued. Proposals are due by September 23, 2022.
The solicitation contains no set-aside designations and will be conducted using NAICS code 541330 with PSC code D302. As the incumbent, the SCMS Division anticipates issuing task orders under the new contract to the awardee. The total contract value is unspecified but will involve providing C5ISR solutions for various customers over the potential five-and-a-half-year ordering period.
