About this opportunity

The Department of the Navy Strategic Systems Programs (SSP) has issued a Special Notice regarding the receipt, handling, and storage of D5 large rocket motors at Camp Navajo in Bellemont, Arizona, for the Navy Trident II D5 Fleet Ballistic Missile Program. This notice indicates the agency's intent to award a sole-source contract to the Arizona Department of Emergency Military Affairs (AZDEMA) of Phoenix, Arizona. The procurement is being conducted on a non-competitive basis under the authority of 10 U.S.C. 3204(a)(1), which allows for sole-source contracting when only one responsible source exists. SSP has determined that AZDEMA possesses unique expertise and methodology history related to the Trident program that would be difficult for other contractors to replicate. The notice was posted on April 24, 2026, and remains open for responses for fifteen days from publication.

The objective of this procurement is to secure specialized logistics and storage services for critical ballistic missile components that require in-depth knowledge of the Fleet Ballistic Missile program and D5 Life Extension components. While this is presented as a sole-source opportunity, the government will consider all responses received within fifteen days of the notice publication date, though opening the requirement to competition remains solely at the government's discretion. The anticipated contract structure includes a Cost, Level-of-Effort Term contract with a base year covering October 1, 2026, through September 30, 2027, followed by four optional one-year periods, with provisions to increase level-of-effort by up to thirty percent. A security clearance is required for contract performance. Contractors interested in responding should note that EMCUBE is identified as the source with direct critical experience and in-depth knowledge required for this Trident program effort.

Notice text

Strategic Systems Programs (SSP) intends to issue a Request for Proposal and negotiate a contract on a sole-source basis with Arizonia Department of Emergency Military Affairs (AZDEMA), of Phoenix, Arizonia to perform receipt, handling, and storage of D5 large rocket motors at Camp Navajo, Bellemont AZ for the Navy Trident II D5 Fleet Ballistic Missile (FBM) Program. This effort requires in-depth and direct knowledge of the Fleet Ballistic Missile (FBM) and D5 Life Extension (D5LE) components. It would take an extensive amount of additional training to position another contractor at the level of AZDEMA’s expertise. Moreover, the contractor would lack the methodology history, of which AZDEMA has. Consequently, SSP intends to solicit and negotiate per the authority of 10 U.S.C. 3204(a)(1) (FAR Subsection 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements).

SSP anticipates to award a Cost, Level-of-Effort (LOE), Term Contract Line Item Numbers (CLINS). The Period of Performance (POP) will include a base year FY27 effort from 1 October 2026 – 30 September 2027, and four (4) corresponding one-year option periods. Security Clearance Required. Each LOE line item is estimated to cover a twelve (12) month period of performance and will include option provisions to increase the LOE up to thirty percent (30%), in accordance with SSP terms and conditions. EMCUBE is the only known source with the direct critical experience, expertise, personnel, and in-depth knowledge of the TRIDENT program required to perform the subject effort.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen (15) days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
