About this opportunity

The Office of Naval Research is seeking a contractor to operate the Navy ManTech Composites Manufacturing Technology Center of Excellence VI (CMTC COE VI), which will focus on research and development services for composite, polymeric, and other non-metallic manufacturing technologies. The core mission involves identifying, developing, and facilitating the transition of these advanced manufacturing technologies to composites fabricators and industrial facilities to reduce costs and manufacturing timelines for key naval platforms including aircraft, surface ships, undersea vehicles, ground and amphibious vehicles, missiles, and other Navy and Marine Corps weapon systems. The Center will collaborate closely with the Navy's acquisition community, naval shipyards, prime weapon system integrators, and relevant industrial facilities to address manufacturing technology challenges that impact the transition of composite and non-metallic products to the fleet. This procurement will be conducted as a full and open FAR Part 15 competitive source selection using best value tradeoff procedures. The solicitation was posted on July 17, 2025, with proposals due by September 2, 2025, and the RFP includes the government's responses to questions and answers from potential bidders.

This opportunity does not utilize any set-aside designations and will be competed under full and open competition procedures. The government anticipates awarding a single Indefinite Delivery/Indefinite Quantity (IDIQ) cost plus fixed fee contract with an ordering period spanning 120 months, representing a 10-year performance timeline. While the place of performance is listed as Arlington, VA in the system announcement, contractors must propose their actual place of performance location at the time of proposal submission. The contract falls under NAICS code 541715 for Research and Development in the Physical, Engineering, and Life Sciences, and PSC code AC13 for National Defense R&D Services with experimental development focus. No incumbent contractor information or specific budget ranges have been disclosed in this solicitation notice, and no award values have been specified for this research and development services contract.
