About this opportunity
The Department of the Navy Naval Facilities Engineering Command is seeking information regarding the construction of a Multi-Mission Dry Dock (M2D2) facility at Naval Base Kitsap as part of the Shipyard Infrastructure and Optimization Program. The project involves designing and constructing a reinforced concrete, pressure-relieved multi-mission dry dock with caisson capable of supporting USS FORD (CVN-78) and USS NIMITZ (CVN-68) class nuclear aircraft carriers as well as all fleet nuclear submarine classes. The scope of work encompasses substantial infrastructure including groundwater cutoff walls, cofferdam systems, bulkheads, quay walls, utility galleries, electrical and mechanical tunnels, drainage and discharge systems, mooring hardware, safety railings, and support structures. The construction will also incorporate advanced systems such as fire protection, information technology infrastructure, automated control systems compatible with Naval Base Kitsap's SCADA system, process water treatment facilities, and lighting systems. This Request for Information was posted on March 3, 2026, with responses due by April 17, 2026, allowing interested parties approximately six weeks to submit their feedback and capability statements.
This pre-solicitation notice does not utilize any set-aside designations, meaning the opportunity is open to all eligible contractors meeting the qualifications. The notice does not identify any current contractors, incumbents, or specific award values or budget ranges at this stage, as the primary purpose is to gather market research and industry input prior to formal solicitation. The project includes significant equipment procurement such as a ship-style floating caisson gate and electrified 40-foot gauge portal cranes, indicating a capital-intensive undertaking of substantial scope. Key numerical details include the 40-foot gauge specification for portal crane tracks and the multi-class vessel support requirements spanning from nuclear aircraft carriers to all submarine classes. The classified contract opportunity is designated under NAICS code 237990 (Other Heavy and Civil Engineering Construction) and falls under PSC code Z2ED (Repair Or Alteration Of Ship Construction And Repair Facilities).
