About this opportunity
The Naval Surface Warfare Center, Port Hueneme Division is seeking a Consortium Management (CM) firm to establish and manage the Maritime Advanced Technology Accelerator Consortium (MATAC) through an Other Transaction Authority (OTA) solicitation. The selected firm will be responsible for attracting and maintaining a consortium of traditional and non-traditional defense contractors, processing government problem statements, facilitating project proposals, and supporting prototype project development across 32 distinct technology areas. The RFP (Solicitation Number N63394-25-9-0001) requires offerors to submit proposals addressing five key evaluation factors: Consortium Management, Marketing & Recruitment Strategy, Fee Rates and Structures, Past Performance, and Technology Expertise. Proposals must be submitted electronically by May 30, 2025, with each factor limited to 5-10 pages. The government will evaluate proposals using a "best value" approach, with all five factors considered equally important.
The solicitation is not set aside for any specific business category and is open to a wide range of potential contractors. While no specific incumbent is mentioned, the contract will have a 72-month base performance period with a potential 48-month extension, totaling up to 120 months. The consortium will focus on developing innovative maritime and surface technology solutions, including areas such as cybersecurity, autonomous systems, advanced computing, and sensor technologies. The place of performance will be at the Naval Surface Warfare Center, Port Hueneme Division, with potential project work spanning multiple locations. The goal is to minimize barriers to entry for small businesses and non-traditional vendors while promoting integrated research and prototyping efficiencies in defense technology, with an emphasis on enhancing military mission effectiveness across various technological domains.
