About this opportunity
Portfolio Acquisition Executive Mission Systems, on behalf of Naval Enterprise Networks (NEN), is conducting market research and inviting industry feedback on a Supply Chain Management, Procurement, and Integration Capability with a response deadline of October 14, 2026. This is a Request for Information (RFI) only—not a solicitation or commitment to award—and responses are voluntary and uncompensated. This RFI represents the first step in the recompete of the End User Hardware contract vehicle (N0039-20-D-0020), with potential expansion to include additional procurement, supply chain, and integration work.
The Government seeks to standardize and streamline procurement, delivery, and integration of commodity IT hardware, software, licenses, subscriptions, and related products for approximately 750,000 Navy and 260,000 Marine Corps personnel across more than 1,600 CONUS and OCONUS locations. The acquisition will be Department of Navy-wide but not mandatory-use, with flexible procurement models supporting both Government-Owned, Government-Operated (GOGO) purchases and Contractor-Owned, Government-Operated (COGO) leasing arrangements.
Non-negotiable hard constraints include Government visibility and control of authoritative data, Government ownership and portability of all data in non-proprietary formats, security and supply-chain risk management compliance, geographic reach to authorized CONUS and OCONUS destinations, transition continuity of supply and asset accountability, and performance auditability. Respondents must provide company information, address 14 detailed industry feedback questions across six topic areas, and submit responses within six pages single-spaced in Arial 12-point font with complete submission not exceeding 5 MB. The Government may conduct virtual clarification discussions with selected respondents.
