About this opportunity

Naval Air Systems Command (NAVAIR) is seeking to procure Mobile Facility (MF) containers to support Marine Corps training and expeditionary operations through a Request for Information process. The procurement involves six types of mobile habitable shelters, each measuring 8 feet wide by 20 feet long by 8 feet high, manufactured according to NAVAIR drawing package 1339AS and Convention for Safe Container (CSC) requirements. These facilities will be deployed in austere expeditionary environments to support testing and operation of various avionics equipment. The anticipated contract structure will be a Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) arrangement with a five-year performance period. Industry responses to the RFI are due by 3:00 PM EST on September 29, 2025, with submissions limited to 10 pages in PDF format and sent via email to the contracting officer. The full Request for Proposal is estimated for release in October 2025, using NAICS code 332311 and Product Service Code 5411.

This opportunity does not utilize any small business set-aside designation, though NAVAIR is seeking industry input on potential set-aside opportunities for the final solicitation. No incumbent contractors or current service providers are identified in the documentation. The contract requires production of one First Article Test unit for each of the six MF types within 210 days after award, followed by a 90-day government evaluation period before potential production orders commence. Production capacity expectations include delivery of up to 190 units per year following successful completion of the testing phase. The procurement timeline spans five years with specific transportation requirements including mandatory use of air ride equipment and chain securing through ISO corners, while explicitly prohibiting rail transportation. The government has not disclosed specific contract values or budget ranges in this pre-solicitation phase.
