The contractor shall build and test one (1) First Article Test (FAT) of each MF type (#1339AS500-1, 1339AS501-1, 1339AS700-1, 1339AS900-2, 1339AS1000-1, 1339AS1101-1), IAW 1339AS463. The FAT testing consists of both specimen (coupon) tests and completed MF testing that will be performed by the contractor. In the process of producing the FAT units, the contractor will be responsible to identify part substitutions and provide technical information to support the substitutions as defined below. At the completion of the FAT units, the contractor will be responsible to conduct a functional test to ensure the units meet standards IAW NAVAIR 1339AS and all related Convention for Safe Container (CSC) requirements. With the successful completion of the required shelter testing, the government will provide a release for production notice for the units awarded through the life of the contract. The MF shall be manufactured IAW government drawing package NAVAIR 1339AS. The contractor shall be responsible for identifying parts obsolescence and notifying the Government of drawing package integrity concerns prior to full production.

1.1 Purpose:

This Statement of Work (SOW) defines and describes the requirements for the contractor to manufacture MFs IAW government drawing package NAVAIR 1339AS for a five (5) year period of performance. Completion of the FAT units are required within 210 Days After Contract award (DAC). The evaluation will last for a period of 90 days. Upon successful completion of functional testing, the Government intends to place delivery orders for the first production year. Four (4) production years will be available to place orders beyond that. Delivery shall be 240 Days After Receipt of Order (ARO). The offeror shall provide a production unit schedule after completion of FAT.

1.2 Background:

NAVAIR is seeking to procure MFs to be used to support the testing and operation of various avionics gear by the Marine Corps in training and expeditionary scenarios. The MF is a mobile habitable shelter that is eight (8) feet wide by 20 feet long by eight (8) feet high. Operationally, MFs are set up in a complex austere expeditionary environment.

2.0 Applicable Documents:

Drawing package NAVAIR 1339AS, which defines the manufacturing of the MF. The revision level of the 1339AS drawings used for production of the Mobile Facilities shall be as list the following Data List:

DL1339AS500 rev R DL1339AS501 rev R DL1339AS700 rev M DL1339AS900-2 rev K DL1339AS1000 rev E DL1339AS1101 rev E

2.1 Program Documentation:

Data previously developed by or made available to the Contractor by the Government can be used to satisfy the requirements of this SOW to the degree authorized by the Government. The Contractor can identify all redundant data requirements within this SOW to the Government for approval to combine all documents, drawings and databases as appropriate.

3.0 Task Requirements:

3.1. Integrated Program Management Data and Analysis Report (IPMDAR) (Contract Data Requirements List (CDRL) A001):

A IPMDAR will be provided IAW CDRL A001. The program schedule will outline all steps in the manufacturing, testing and delivery of the MFs.

3.2. Bill of Materials (BOM) (CDRL A002):

A complete BOM will be provided IAW CDRL A002. The BOM will be based on the components and materials listed in the drawing package and shall list the drawing numbers, part numbers and vendors for all purchased parts as listed on the drawings. If the drawings’ suggested source will be used, no further information is needed. If an alternate source for any component is proposed that are form, fit, and function interchangeable with the parts on the drawings, the list shall be annotated with the alternate vendor and part number, reason for substitution and catalog specification sheet and other supporting information showing interchangeability. Alternate parts that are not form, fit, and functional substitutes will not be accepted unless the part from the suggested source is no longer available, and no interchangeable part can be found after reasonable research. In this case, the BOM shall be annotated as such and in addition to the information described above, all other changes necessary to use the substitute shall be provided. Identification of these changes shall be through ‘redline’ mark-ups of all drawings.

3.3 Technical Interchange Meetings (TIM):

The government intends to conduct at least two (2) TIMs prior to the manufacturing of the FAT units. The first will be the Post Award Conference occurring on or about 30 DAC. The purpose of the meeting will be to review the drawing package to address any questions and concerns on the performance of the contract. The second meeting will be held after the delivery of CDRL A002 to review the parts substitution and address any issues and concerns with the BOM.
