This combined synopsis/solicitation issued by the National Institute on Drug Abuse, on behalf of the National Institute of Neurological Disorders and Stroke, seeks natural killer cell function testing services to support post-acute sequelae of SARS-CoV-2 and Gulf War illness studies. The purchase order will be awarded non-competitively to the Cincinnati Children's Hospital Medical Center as the only source able to compare results to prior natural killer cell data due to standardized sample handling and methodology. Responses are due by March 13, 2024 and award is anticipated on March 15, 2024. Evaluation criteria include technical capability to perform testing using the same methodology as prior work, price, and past performance.

The opportunity is set aside solely for Cincinnati Children's Hospital Medical Center. A minimum of 15 samples will be tested annually under the base year contract valued at $50,000, with options to increase the sample quantity in increments of five per optional year. The statement of work requires the contractor to receive blood samples from NIH to perform natural killer cell function analysis within 24 hours of receipt using chromium release methodology and provide results reviewed by a medical doctor to NIH within seven business days. Performance will take place at the contractor's location in Cincinnati, Ohio.

THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). 

The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), intends to negotiate and award a purchase order without providing full and open competition for Natural Killer (NK) Cell Function Testing from the Cincinnati Children’s Hospital Medical Center, 3333 Burnet Avenue, Cincinnati, OH 45229. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1).

The rationale for the brand-name justification: Only this suggested source can furnish the requirements, to the exclusion of other sources, because this lab performed all of the prior Natural Killer cell measurements for this study. Prior testing data must be able to be compared to the data collected through this requirement. Since results are dependent upon sample handling and laboratory methodology, using any other lab for this requirement will impede the ability to compare data from prior requirements to the data from this requirement. Therefore, this acquisition is restricted to the Cincinnati Children’s Hospital Medical Center.
