About this opportunity

The Federal Energy Regulatory Commission (FERC) is seeking a contractor to provide Environmental Review and Compliance Training Seminars for the natural gas industry. The solicitation aims to acquire support services for preparing and facilitating three-day training seminars that educate natural gas industry representatives about FERC's environmental review processes and pipeline construction compliance. Quoters will be evaluated based on technical factors including understanding of need, management approach, corporate capability, and past performance, with technical considerations deemed significantly more important than price. The solicitation requires two-volume proposals: a Technical Quotation and a Price Quotation, with specific page limits and content requirements for each section. Key dates include a question submission deadline of April 7, 2025, at 2:00 PM EST, and a quote submission deadline of April 25, 2025, at 2:00 PM EST, with all submissions to be made electronically to Lisa.Tillman@ferc.gov.

The contract is a follow-on to an existing contract with Environmental Resource Management, Inc. (ERM) that expires on June 29, 2025, and is classified under NAICS code 541620 with a small business size standard of $19.0M. The procurement will be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 12-month base period and four 12-month option periods, totaling a five-year contract lifecycle. The contract includes provisions for Other Direct Costs up to $150,000 per period, with deliverables to be submitted to FERC Headquarters in Washington, DC. The contractor will be responsible for developing a comprehensive training manual, creating an updated E-learning course, facilitating seminars with at least four course instructors, and conducting specialized sessions covering topics like FERC jurisdiction, NEPA processes, resource reporting, environmental compliance, and regulatory requirements. No specific set-aside has been designated for this procurement, indicating it is open to all qualified vendors.
