About this opportunity
HQ SACT issued a Special Notice on June 9, 2026 for an RFP to develop an AI-assisted Tabletop Exercise framework for cyberspace operations, with a Declaration of Eligibility due by June 22, 2026 at 0900 EST. The contract is restricted to U.S. prime contractors approved for NATO Competitive Procurement who maintain a professionally active facility within the United States and hold a Declaration of Eligibility issued by the U.S. Government.
The requirement calls for a Minimum Viable Product that supports end-to-end lifecycle management of cyberspace operations tabletop exercises and wargames, including AI-assisted development of TTX artifacts (scenarios, storylines, vignettes, injects, assessment criteria), role allocation and Command and Control structures, generation of AI-assisted role players using agentic-AI, exercise orchestration with inject management and monitoring, and AI-assisted evaluation with after-action reporting and lessons-learned functionality. The framework will employ Local Language Models, Retrieval-Augmented Generation, and orchestrated Agentic-AI to minimize human support in exercise generation and role play.
The contract is fixed-price, estimated at USD 350,000 inclusive of options. The base period runs from estimated award on August 31, 2026 through December 31, 2026, with one optional period from January 2027 through June 2027. To participate, U.S. firms must be approved for NCP on a facility-by-facility basis and submit a company resume indicating prior prime contracting experience and audited financial documentation. The RFP reference is RFP-ACT-SACT-26-66.

Headquarters Supreme Allied Commander Transformation (HQ SACT) intends to issue a Request for Proposal (RFP) for industry support to develop an Artificial intelligence (AI) assisted Tabletop Exercise (TTX) framework for cyberspace operations, including a Minimum-Viable Product (MVP). DESCRIPTION OF REQUIREMENT
Please see attached.
BECOMING ELIGIBLE TO BID
NCP requires that the U.S. Government issue a DOE on behalf of potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NCP. U.S. firms are approved for NCP on a facility-by-facility basis.
The U.S. NCP application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.
U.S. firms can download a copy of the U.S. NCP application from the following website:
https://www.bis.gov/about-bis/bis-leadership-and-offices/SIES/business-opportunities-nato
The Department of Commerce (DOC) is the U.S. Government agency that approves NCP applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NCP project at this time, please also include the following in the text of your email:
- the title and/or solicitation number of the contract
- the name/phone/email of the company point of contact for the bid documents
After approval of your one-time NCP application, DOC will then know to follow up by issuing a DOE for the contract. DOC will transmit the DOE to the NATO contracting agency.
IMPORTANT DATES
U.S. firms should request a DOE (and, for U.S. firms new to NCP, submit the one-time NCP application): 18 June 2026
HQ SACT issues RFP (planned): 25 June 2026
Bid closing (planned): 03 August 2026
