About this opportunity

The Department of the Army Corps of Engineers Engineering District Omaha is seeking a contractor to produce ballistic panels for recruiting stations nationwide. The contract requires manufacturing, shipping, delivery, and installation of bullet-resisting panels that meet specific certification standards under ANSI standard 752, specifically UL-RF-H or Legacy UL Level 8 certification. These panels will be used for various facilities and recruiting offices both within the continental United States (CONUS) and outside the continental United States (OCONUS). This is currently a pre-solicitation notice, meaning no formal Request for Proposal (RFP) has been issued. Interested firms are invited to submit a capabilities statement via email to James K. Simms by April 7, 2025, with all communications directed to James.K.Simms@usace.army.mil.

The opportunity is designated as a total small business set-aside, which means only small businesses are eligible to compete for this contract. The procurement falls under NAICS category 337215 for Showcase, Partition, Shelving, and Locker Manufacturing, with a corresponding Product Service Code (PSC) of 7195 for Miscellaneous Furniture and Fixtures. While specific award value and quantity details are not provided in the pre-solicitation notice, the nationwide scope suggests a potentially significant contract opportunity. The contract will involve producing ballistic panels for recruiting offices across multiple locations, indicating a comprehensive security enhancement project for military recruiting infrastructure. Potential contractors should carefully review the certification requirements and be prepared to demonstrate their manufacturing capabilities for high-security protective panels.
