About this opportunity
The Department of Transportation's Federal Transit Administration (FTA) is seeking vendors to provide support services for the National Transit Database (NTD) Program, a critical initiative that collects financial, operating, asset, and safety data from approximately 3,000 transit agencies nationwide. This pre-solicitation notice is a Request for Information (RFI) and Sources Sought survey designed to identify capable contractors for a complex contract involving 15 Contract Line Item Numbers (CLINs) covering areas such as help desk support, data collection and validation, training, reporting, and special projects. Interested vendors must submit a comprehensive capability statement no longer than 15 pages, addressing past performance within the last three years, corporate experience similar to the Statement of Work's scope, and utilized labor categories. The evaluation will focus on vendors' demonstrated expertise across the CLINs, with the option to specialize in specific areas if not capable of covering all fifteen. Responses must be electronically submitted by December 20, 2024, at 12:00 noon EST to Alveatta Palmer, with a copy to Stephanie Cooke-Nwadibia.
The contract is not set aside for any specific business category and will be awarded as a Firm-Fixed Price and Labor Hour contract with an anticipated performance period of one 12-month base period (November 1, 2025 - October 31, 2026) and two 12-month option periods potentially extending through October 31, 2028. While specific award values are not disclosed, the contract will require the successful vendor to manage approximately 1,000 help desk tickets annually, validate data submissions, produce 60 annual and 20 monthly data products, and conduct various training and documentation activities. Vendors are specifically asked to provide their North American Industry Classification System (NAICS) code and indicate whether they have performed similar work as a prime or subcontractor. An interesting aspect of this RFI is the government's request for vendors to provide input on whether the Data Products (CLIN 0005) should be competed as a separate solicitation. The contract will require the contractor to provide their own facilities for performing the scope of work, and no bidders list will be compiled from the responses.
