About this opportunity

The U.S. Department of Housing and Urban Development (HUD) is conducting market research through a Sources Sought Notice to identify contractors capable of performing National Standards for the Physical Inspection of Real Estate (NSPIRE) Backlog Inspections for HUD-assisted and insured multifamily and public housing properties. HUD's Office of Public and Indian Housing (PIH) seeks contractor support to manage program and project operations, schedule and conduct NSPIRE inspections, and provide health and safety reporting across four regional service areas (Atlanta, Denver, Philadelphia, and Santa Ana). Key qualifications and requirements include maintaining General All Risk Liability insurance with minimum limits of $1,000,000 per occurrence/$2,000,000 aggregate for inspectors and $4,000,000/$12,000,000 for the contractor, ensuring all inspectors pass Tier 2 background investigations, completing required NSPIRE and lead-based paint visual assessment training, and achieving Security Assessment and Authorization (SA&A) certification within 90 days of award in compliance with FISMA and NIST standards. HUD will evaluate contractor capability to provide services at the described scope and scale, secure adequate corporate financial and human capital resources, and implement a successful project management plan with compliance to program schedules and deliverables. Responses to this market research questionnaire are due by 1:00 PM Central Time on April 7, 2026, submitted to Christopher.j.rodriguez@hud.gov with responses limited to 15 pages in Microsoft Word format using 11-point Times New Roman font.

This procurement is restricted to 8(a) Small Businesses only, with the NAICS code 541350 (Building Inspection Services) and PSC code R408 (Support - Professional: Program Management/Support). No current incumbent or prior contractor information is provided in the market research notice. The estimated annual goal includes completing 18,000 inspection assessments, with the contract structure consisting of one 12-month base period plus two optional 12-month periods. The estimated contract value range is not explicitly stated in the pre-solicitation materials, though the scope indicates substantial work across multiple states and territories nationwide. Contractors must comply with FAR 52.219-14 Limitation on Subcontracting requirements, restricting subcontracted work to no more than 50 percent of the contract value. Key deliverables include a Project Management Plan with integrated Master Schedule (due 30 days post-award), Quality Control Plan, monthly performance reports, weekly Master Schedules, and raw inspection data submissions within 24 hours of inspection completion, with inspections conducted during specified operational hours of 8:00 am to 6:00 pm EST Monday through Friday.
