About this opportunity
The United States Space Force Space Systems Command has issued a Special Notice for the National Security Space Launch (NSSL) Phase 3 Lane 1 Industry Day, scheduled for August 19-20, 2025, at Los Angeles Air Force Base in El Segundo, California. This industry announcement addresses the NSSL program's operational imperative to deliver national security space capability to warfighters while providing assured access to space at affordable prices. The event focuses on on-ramping additional Launch Service Providers (LSPs) and detailing upcoming Launch Service Task Orders (LSTOs) that will be competed among existing Lane 1 Indefinite-Delivery Indefinite-Quantity (IDIQ) contract holders. The notice was originally posted on July 2, 2025, with a participant request deadline of July 25, 2025, and was updated on August 22, 2025, to include the industry day briefing materials.
The primary purpose of this industry day is to provide comprehensive details about the Lane 1 IDIQ on-ramp process, timelines for upcoming LSTOs, and classified briefings on NRO missions for participants with appropriate security clearances. Contractors interested in participating must submit a completed participant request form by 1300 PT on July 25, 2025, with attendance limited to five participants per company and requiring in-person presence. All attendees must be U.S. citizens and provide detailed identification information including full name, date of birth, driver's license, and last four digits of their Social Security Number. The Phase 3 Lane 1 program offers multiple award IDIQ contracts with an ordering period extending to Fiscal Year 2029 and a single five-year option, providing opportunities for LSPs to compete for approximately 20 missions through annual task order competitions. The program implements a tiered mission assurance approach that accepts higher risk to mission success to address specific mission needs, with current providers including SpaceX, United Launch Alliance, Blue Origin, Rocket Lab, and Stoke Space.

A. NSSL Phase 3 Lane 1 Overview
The United States Space Force (USSF) Space Systems Command, National Security Space Launch (NSSL) Program Operational Imperative is to deliver national security space capability to the warfighter to deter/defeat the pacing challenge. The NSSL Phase 3 Lane 1 approach to meet this Operational Imperative is to provide assured access to space to the integrated space architecture at affordable prices. Phase 3 Lane 1 consists of multiple award IDIQ contracts with an Authority-to-Proceed (ATP)-to-Fiscal Year 2029 (FY29) ordering period, and a single five-year option. Lane 1 launch services will be procured via LSTOs.
Lane 1 provides awardees who can meet a subset of the NSSL requirements the opportunity to compete for ~20 missions via annual task order competitions. The NSSL program has implemented a tiered mission assurance approach that inherently accepts a higher risk to mission success to address mission specific needs.
