About this opportunity

The Space and Missile Systems Center (SMC) of the United States Space Force (USSF) has issued a Special Notice for an Industry Day event related to the National Security Space Launch (NSSL) Phase 3 Lane 1 acquisition. The NSSL Phase 3 Lane 1 approach involves multiple award IDIQ contracts with a 5-year ordering period and a 5-year option, providing assured access to space through annual LSTO competitions. The government will not pay for any costs associated with attending the event.

The Phase 3 Lane 1 Industry Day will cover the details and timeline for on-ramping additional Launch Service Providers (LSPs), as well as the details and timelines for the upcoming Launch Service Task Orders (LSTOs) that will be competed amongst LSPs that have been awarded a base Lane 1 Indefinite-Delivery Indefinite-Quantity (IDIQ) contract.

A.  NSSL Phase 3 Lane 1 Overview

The United States Space Force (USSF), Space Systems Command (SSC), National Security Space Launch (NSSL) Program Operational Imperative is to deliver national security space capability to the warfighter to deter/defeat the pacing challenge.  The NSSL Phase 3 Lane 1 approach to meet this Operational Imperative is to provide assured access to space to the integrated space architecture at affordable prices.  Phase 3 Lane 1 consists of multiple award IDIQ contracts with a five-year ordering period (FY24-FY29), and a single five-year option.  Lane 1 launch services will be procured via LSTOs.

Lane 1 provides awardees who can meet a subset of the NSSL requirements the opportunity to compete for ~30 missions via annual task order competitions.  The NSSL program has implemented a tiered mission assurance approach that inherently accepts a higher risk to mission success to address mission specific needs.

B.  NSSL Phase 3 Lane 1 Industry Day

  1. SSC/AA will host a Phase 3 Lane 1 Industry Day on 20-21 August 2024 at the Los Angeles Air Force Base in El Segundo, CA.  Virtual attendance will also be available.  The purpose of the event is to provide details and timeline for the Lane 1 IDIQ on-ramp, provide details and timelines for the upcoming LSTOs, and provide a classified briefing on upcoming NRO task orders to participants who have the required security clearance (TS/SCI).
  2. The Phase 3 Lane 1 Industry Day, starting at 0830 PDT on 20 August 2024, will include a general session, which is open to all participants, a classified NRO briefing and manifest discussion, and one-on-one sessions with companies that submit a request.  If necessary, one-on-one sessions may also be conducted on the following day, 21 August 2024.  During the one-on-one sessions, the Program Office intends to answer questions the LSPs may have regarding the IDIQ on-ramp, projected manifest, and future missions (excluding those missions/LSTOs currently in source selection).
  3. Registration is required for Industry Day attendance.  Participation may be in-person or virtual.  In-person attendees are limited to 5 individuals per company.  Interested parties must fill out and submit Attachment 1, NSSL Participant Request Form, no later than 1300 PDT on 26 July 2024.  Instructions for attendees will be provided after registration.  For potential Phase 3 Lane 1 LSPs who wish to request a one-on-one session, please annotate such in Attachment 1.  The Government will work with you to schedule your one-on-one session.  The Government will only consider one-on-one discussions with potential or current Phase 3 Lane 1 LSPs.
