About this opportunity

The Department of Homeland Security's Office of Procurement Operations has issued a Limited/Sole Source Justification Notice for a one-year bridge contract to finalize the development of a COMSEC Material Control System (CMCS) software called "Keystone" for the National Security Cyber Division's Cryptography Branch. The contract was awarded to Aquarian Systems under GSA Schedule 70 on September 30, 2025, though the award amount was not disclosed. The services include comprehensive software development support encompassing design, development, testing, installation, implementation, operation, maintenance, documentation, and training for the CMCS software systems, which utilize Windows Server, PostgreSQL database, Apache, Tomcat web front-end, JavaScript programming, KMI, and Keystone technologies. The sole source justification is based on Aquarian Systems' unique qualifications as the original software developer with deep knowledge of DHS requirements, existing staff fully onboarded with the Department's development tools, and their ability to provide significant cost savings compared to transitioning to a new contractor. The hybrid CMCS model is designed to automate COMSEC material tracking, inventory management, and electronic key distribution while providing accountability and audit functions required by national policy. DHS plans to pursue full and open competition for future operations and maintenance support once the Keystone software development is completed and operational.

Notice text

The contractor shall partner with the government to provide all the necessary expertise required for the design, development, testing, installation, implementation, operation, maintenance, documentation, and training for the current and future versions of the CMCS software/systems, which include but are not limited to the administration of Windows Server operating systems, PostgreSQL database software, Apache, and Tomcat web front-end software, JavaScript programming, KMI, and Keystone. This support is not limited to these systems and may include other systems under evaluation for future use. The contractor shall implement any necessary changes for the DHS-specific modifications and enhancements as well as the functional interoperability unique to the DHS CMCS environment. Additionally, the contractor shall provide design/development expertise required to meet future modifications and enhancements as well as training and remote/onsite support to the DHS CCOR. The DHS CMCS hybrid model uses KMI and CARDS to automate the tracking of shipment and receipt of COMSEC material, automate regularly scheduled inventories, support COMSEC accounts, provide electronic key material distribution capabilities, and provide overall COMSEC accountability and audit functions mandated by National policy. The contractor will partner with the federal staff to finalize developing an entirely new GOTS CMCS product, utilizing the DHS in-house development pipeline and tools.  The contractor shall provide all requested reports and analytics as it relates to the scope of this contract.

Awarded contract GS-35F-365BA to unknown vendor for unknown amount on 2025-09-30.
