About this file
This Limited-Sources Justification (LSJ) documents a sole-source bridge contract for the Department of Homeland Security (DHS), National Security Cyber Division. DHS Office of Procurement Operations intends to procure a one-year bridge contract with Aquarian Systems to finalize a COMSEC Material Control System (CMCS) software development project called "Keystone". The requirement is to provide software development to replace a legacy CMCS with a modern, more secure solution, enabling software completion, testing, achieving Authority to Operate (ATO), and migrating from the legacy system.
The contract is being awarded under the Multiple-Award Schedule Program using GSA Schedule 70, with Aquarian Systems identified as uniquely qualified due to their original software development role and deep knowledge of the Department's requirements. The vendor is currently fully staffed, onboarded, and using the Department's software development tools. Market research concluded that a direct contract with Aquarian Systems offers considerable cost savings and unique training/implementation experience. The Department plans to seek full and open competition for future operations and maintenance support, noting the Keystone software uses modern, open-source programming languages that are widely supported.

Limited-Sources Justification (LSJ)
For orders or BPAs exceeding the Simplified Acquisition Threshold
LSJ No: FY25-00212
General Services Administration (GSA) has already negotiated fair and reasonable pricing rates. Discounts to these GSA schedule rates will be requested. Additionally, prior to issuance of the task order, the ordering activity will consider the level of effort and the mix of labor proposed to perform the specific task being ordered in order to determine that the total price is reasonable. The contractor’s labor mix and level of effort will also be compared to the Independent Government Cost Estimate (IGCE).
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Market research was conducted prior to the original award. Sources used during this research include DHS acquisition history, Federal Supply schedules, catalog and product literature, existing intra-/inter-agency contract vehicles, and other government databases.
The research concluded that the preferred contract vehicle was a GSA Schedule 70 contract directly with the vendor due to considerable cost savings and unique training, knowledge, and experience with CMCS applications and implementation.
7. Any other facts supporting the limited-sources justification. Additional facts may be stated in this section. If there are no additional facts, you must state that here.

8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made. Include a statement of actions taken or that will be taken to increase competition for future acquisitions of the same item/service (e.g., the government intends to revise overly restrictive technical specifications, acquire data rights, or pursue some other means to increase future competition).
Future support of a fully developed, accredited, and implemented CMCS will be available through full and open competition. The Keystone software is comprised of modern, open-source programming languages that are widely supported and considered to be standard for modern applications. The Department will seek to acquire operations and maintenance support for Keystone through full and open competition.
9. DHS intends to post this requirement on System for Award Management (SAM.gov) pursuant to FAR 8.405-6(a)(2)(i).
